Fake Encounter of Baba Charan Singh & His Relatives: HC notices to CBI for summoning Punjab CM’s PSA Khoobi Ram  

CHANDIGARH, Punjab—On August 28, the Punjab & Haryana High Court issued a notice to the Central Bureau of Investigation (CBI) while processing a petition which seeks summoning of the Punjab CM Captain Amarinder Singh’s personal security advisor Khoobi Ram as an additional accused in a case pertaining to the extra-judicial murder of Baba Charan Singh and his five relatives in 1993.

The move came on a criminal revision petition filed by Bibi Gurmit Kaur in which she has said that her six immediate relatives were extra-judicially detained and murdered by the Punjab police officials in 1992-93.

It is pertinent to note here that the CBI, which was handed over the investigation in 1997, had said in its probe report that Baba Charan Singh, his three brothers, one brother in law and his son (Gurmit Kaur’s husband) remained illegally confined with CIA staff Tarn Taran and later got murdered by the Punjab police officials. The victim petitioner as well as other relatives had met them in police custody.

Meanwhile, it is learnt that Khoobi Ram was continuously contacting the petitioner, victims and witnesses of this case, and was pressurizing / alluring them to depose in this case as per his wishes or avoid naming him but he couldn’t succeed.
