Petition Filed in High Court Against Appointment of Beant “Singh” Grandson in Punjab Police

CHANDIGARH, Punjab—Chaman Lal was a prominent activist who fought for human rights despite his old age.  Last year in July 2016, Chaman Lal passed away fighting for human rights in Punjab.  His legacy is now being carried by his younger son – Parveen Kumar.

Tarn Taran resident Parveen Kumar who is the son of late Human rights activist Chaman Lal has seen how families across Punjab were disrupted by State sponsored terrorism.  Parveen’s elder brother Gulshan Kumar was arrested and killed in a fake encounter by the Tarn Taran police on July 22, 1993 when Beant “Singh” was the Chief Minister of Punjab.

Parveen is now challenging appointment of Beant’s grandson in the Punjab Police.

Former Punjab Chief Minister Beant “Singh’s” grandson was appointed as a Deputy Superintendent in Punjab Police by Captain Amarinder Singh.  Notably, Captain Amarinder Singh had announced to appoint Beant’s grandson Guriqbal Singh as Deputy Superintendent in Punjab Police on “compassionate basis”.

In his petition filed with the Punjab and Haryana High Court, Parveen Kumar has said that there was no need of appointing Guriqbal as a Deputy Superintendent of Police (DSP) on compassionate basis as his family is already very stable financially.  Compassion based employment is offered only to low income families.

Background

The Punjab government has been entangled in legal mesh since announcing to appoint Guriqbal Singh as a DSP in Punjab Police. Guriqbal holds graduate degree obtained through Distance Education from a South Indian University examination of which was held in New Delhi. As per Punjab government notification issued in 2010, any degree obtained through distance education (examinations of which are held in states other than Punjab) is considered ineligible for job in Punjab government. The Punjab government had snatched jobs from 162 clerks due to this reason.
