Historical ‘Amritsar Declaration’ which demanded sovereign Sikh state in case Indian rulers failed to grant self-determination to Sikhs, has again hit political environment of Punjab after around 20 years. Former Punjab chief minister Captain Amrinder Singh and incumbent chief minister Parkash Badal have locked horns over the issue.
Amrinder Singh is stating that Badal has reverting Panthik agenda to exploit emotions of Sikhs whereas at the behest of Badal, SAD (B) leaders are issuing the statement that Amrinder Singh himself had signed the declaration which supported independent Sikh state.
Before going for further analysis, the following excerpt is being presented to acquaint the readers with the declaration –
‘Amritsar Declaration’ which was issued on May 2, 1994, was a political goal set by the newly re-organized Akali Dal on the day on direction of Sri Akal Takht Sahib wherein Akali Dal had reiterated its commitment to struggle for separate state within limits of democracy. Prof. Manjit Singh was the then Jathedar of Akal Takht Sahib who issued edict to unite all Akali factions at single platform. Assignment of drafting the declaration was given to a committee of Sikh scholars comprising Dr. Gurbhagat Singh, Karamjit Singh Chandigarh, Dr. Balkar Singh, Dr. Dhillon. Basically, it was drafted by Dr. Gurbhagat Singh after long debate among the committee members. Karamjit Singh says that idea of the declaration was given by Jathedar Gurcharan Singh Tohra. It was signed by Capt Amrinder Singh, Jathedar Jagdev Singh Talwandi, Simranjit Singh Mann, Jasmer Singh Bala, Surjit Singh Barnala and Bhai Manjit Singh. The declaration is:
‘ਸ਼੍ਰੋਮਣੀ ਪੰਥ ਅਕਾਲੀ ਦਲ ਜਮਹੂਰੀਅਤ ਦੇ ਦਾਅਰਿਆਂ ਵਿੱਚ ਰਹਿ ਕੇ, ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਉੱਤੇ ਆਧਾਰਿਤ ਪੰਜਾਬੀ ਕੌਮੀ ਸੱਭਿਆਚਾਰ ਦੇ ਮੋਹਰੀ ਹੋਣ ਵਜੋਂ, ਸਿੱਖ ਕੌਮ ਲਈ ਇੱਕ ਅਜਿਹੇ ਵੱਖਰੇ ਖਿੱਤੇ ਵਾਸਤੇ ਜੱਦੋ-ਜਹਿਦ ਕਰਨ ਦੇ ਆਪਣੇ ਵਚਨ ਨੂੰ ਦੁਹਰਾਉਂਦਾ ਹੈ ਜਿੱਥੇ ਉਹ ਆਜ਼ਾਦੀ ਦਾ ਨਿੱਘ ਮਾਣ ਸਕਣ। ਵੰਡ ਤੋਂ ਪਹਿਲਾਂ ਕਾਂਗਰਸ ਨੇ ਇੱਕ ਅਜਿਹਾ ਖਿੱਤਾ ਬਣਾਉਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਸੀ, ਪਰ ਅਜੇ ਤਕ ਇਹ ਹੋਂਦ ਵਿੱਚ ਨਹੀਂ ਆਇਆ। ਕੇਵਲ ਅਜਿਹੇ ਖਿੱਤੇ ਦੇ ਹੋਂਦ ਵਿੱਚ ਆਉਣ ਨਾਲ ਹੀ ਸਿੱਖ ਕੌਮ ਅਤੇ ਪੰਜਾਬੀਆਂ ਦੀਆਂ ਰੀਝਾਂ ਪੂਰੀਆਂ ਹੋ ਸਕਦੀਆਂ ਹਨ। ਅਜਿਹਾ
ਖਿੱਤਾ ਘੱਟ ਗਿਣਤੀਆਂ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਨੂੰ ਮੂਰਤੀਮਾਨ ਕਰਨ ਵਿੱਚ ਸਹਾਈ ਹੋਵੇਗਾ।
ਇਤਿਹਾਸ ਦੇ ਇਸ ਮੋੜ ਉੱਤੇ ਇੱਕ ਪਾਸੇ ਜੇ ਦੱਖਣ ਪੂਰਬੀ ਏਸ਼ੀਆ ਬੇਚੈਨ ਹੈ ਤਾਂ ਦੂਜੇ ਪਾਸੇ ਪੱਛਮੀ ਕੌਮਾਂ ਵੀ ਆਪਣੀ ਤਕਦੀਰ ਘੜਨ ਲਈ ਕਦਰਾਂ-ਕੀਮਤਾਂ ਦੇ ਨਵੇਂ ਮਾਡਲ ਦੀ ਤਲਾਸ਼ ਵਿੱਚ ਹਨ। ਇਹ ਕੌਮਾਂ ਆਪਣੇ ਵਿਲੱਖਣ ਸੱਭਿਆਚਾਰਾਂ ਨੂੰ ਨਵੇਂ ਸਿਰਿਓਂ ਵਿਉਂਤਣ ਲਈ ਵੀ ਯਤਨ ਕਰ ਰਹੀਆਂ ਹਨ। ਅਜਿਹੀ ਹਾਲਤ ਵਿੱਚ ਸ੍ਰੀ ਗੁਰੁ ਗ੍ਰੰਥ ਸਾਹਿਬ ਅੰਦਰ ਮੌਜੂਦ ਬ੍ਰਹਿਮੰਡੀ ਏਕਤਾ ਤੇ ਇਕਸੁਰਤਾ, ਸੰਬਾਦ, ਸ਼ਾਇਰਾਨਾ ਤਰਜ਼-ਏ-ਜ਼ਿੰਦਗੀ, ਲੁੱਟ-ਖਸੁੱਟ ਰਹਿਤ ਰਾਜਨੀਤੀ ਅਤੇ ਦੂਜਿਆਂ ਨੂੰ ਅਧੀਨ ਰੱਖਣ ਵਾਲੀ ਮਾੜੀ ਬਿਰਤੀ ਤੋਂ ਮੁਕਤ ਖਿੱਤਾ ਹੋਰਨਾਂ ਸੱਭਿਆਚਾਰਾਂ ਲਈ ਵੀ ਚਾਨਣ ਮੁਨਾਰਾ ਹੋਵੇਗਾ। ਇਸ ਖਿੱਤੇ ਵਿੱਚ ਸਿੱਖੀ ਜੀਵਨ ਜਾਚ ਉੱਤੇ ਉਸਰੀਆਂ ਵਿਲੱਖਣ ਧਾਰਮਿਕ, ਆਰਥਿਕ, ਰਾਜਸੀ ਅਤੇ ਸਮਾਜਿਕ ਸੰਸਥਾਵਾਂ ਇੱਕ ਪਾਸੇ ਮੌਲਿਕ ਚੇਤਨਤਾ ਨੂੰ ਸਾਕਾਰ ਕਰਨਗੀਆਂ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਉਨ੍ਹਾਂ ਨੂੰ ਇਤਿਹਾਸ ਵਿੱਚ ਅਜਿਹਾ ਮੌਕਾ ਪ੍ਰਦਾਨ ਕਰਨਗੀਆਂ ਜੋ ਪਿਛਲੇ ਸਮੇਂ ਵਿੱਚ ਨਹੀਂ ਮਿਲਿਆ। ਅਜਿਹੀ ਪ੍ਰਾਪਤੀ ਨਾਲ ਸਿੱਖ ਅਤੇ ਪੰਜਾਬੀਅਤ, ਸੰਸਾਰ ਸੱਭਿਆਚਾਰ ਨੂੰ ਆਪਣੇ ਅਤਿਅੰਤ ਸੁੰਦਰ ਪ੍ਰਗਟਾਵੇ ਰਾਹੀਂ ਗੌਰਵਸ਼ਾਲੀ ਯੋਗਦਾਨ ਦੇ ਸਕੇਗੀ।
ਅਕਾਲੀ ਦਲ ਦਾ ਇਹ ਮੱਤ ਹੈ ਕਿ ਹਿੰਦੁਸਤਾਨ ਵੱਖ ਵੱਖ ਕੌਮੀ ਸੱਭਿਆਚਾਰਾਂ ਦਾ ਉਪ ਮਹਾਂਦੀਪ ਹੈ ਜਿਸ ਵਿੱਚ ਹਰ ਸੱਭਿਆਚਾਰ ਦੀ ਆਪਣੀ ਨਿਵੇਕਲੀ ਵਿਰਾਸਤ ਅਤੇ ਨਿਵੇਕਲੀ ਮੁਖਧਾਰਾ ਹੈ। ਇਸ ਉਪ ਮਹਾਂਦੀਪ ਨੂੰ ਇੱਕ ਕਨਫੈਡਰਲ ਵਿਧਾਨ (ਢਾਂਚੇ) ਰਾਹੀਂ ਨਵੇਂ ਸਿਰਿਓਂ ਸੰਗਠਿਤ ਕਰਨ ਦੀ ਲੋੜ ਹੈ, ਤਾਂ ਜੋ ਹਰ ਸੱਭਿਆਚਾਰ ਆਪਣੀ ਪ੍ਰਤਿਭਾ ਅਤੇ ਆਭਾ ਅਨੁਸਾਰ ਪ੍ਰਫੁੱਲਿਤ ਹੋਵੇ ਅਤੇ ਆਪਣੀ ਵਿਸ਼ੇਸ਼ ਖ਼ੁਸ਼ਬੂ ਵਿਸ਼ਵ ਸੱਭਿਆਚਾਰਾਂ ਦੇ ਬਾਗ਼ ਨੂੰ ਦੇ ਸਕੇ। ਜੇ ਇਸ ਤਰ੍ਹਾਂ ਦਾ ਕਨਫੈਡਰਲ ਨਵ-ਸੰਗਠਨ ਹਿੰਦੁਸਤਾਨੀ ਹਾਕਮਾਂ ਵੱਲੋਂ ਪ੍ਰਵਾਨ ਨਹੀਂ ਕੀਤਾ ਜਾਂਦਾ ਤਾਂ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਕੋਲ ਇੱਕ ਪ੍ਰਭੂਸੱਤਾ ਸੰਪੰਨ ਰਾਜ ਦੀ ਮੰਗ ਕਰਨ ਅਤੇ ਇਸ ਲਈ ਜਦੋ-ਜਹਿਦ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਕੋਈ ਚਾਰਾ ਨਹੀਂ ਰਹਿ ਜਾਵੇਗਾ।’
However, except Simranjit Singh Mann, all the leaders who signed this declaration and vowed to fight for it, have never been sincere to implement it. Instead they absconded breaking the oath taken before Sri Akal Takht Sahib. Capt Amrinder Singh joined Congress, Barnala took pleasure assuming the post of governor of a state on Indian peninsula. Reverting their prior practices, Tohra and Talwandi shook hands with Parkash Badal. Since then, this historical declaration has gone ignored.
