

:dateline:In a press note shared with Sikh24 on November 22, Sikh activist and political prisoner Bhai Narain Singh Chaura stated that the Shiromani Akali Dal and Congress have always fooled Punjab masses by playing politics on SYL-canal issue. �”Both political parties are only showing interest in the issue�to serve their vested interests,” the press note states. �He appealed to the Punjabis to not play into tricks by both partities.
Bhai Narain Singh Chaura is a respected Sikh intellectual who is undergoing imprisonment in alleged fabricated cases. �He is currently lodged in the Amritsar Jail and being kept confined there despite having completed his sentence. �He was arrested in 2013 in relation to a 2010 RDX case and was sentenced two years imprisonment by an Amritsar court.
In the press note, Bhai Chaura slammed the Badal led Punjab government for not having any strategy to tackle anti-Punjab verdict of the Supreme Court of India to grab river waters of Punjab.
He further states�that the Union government of India was keen to loot river waters of Punjab and allot it to Haryana and Rajasthan even though Punjab itself is facing a major drought. �”Neither Badal nor Captain were ever sensitive towards the SYL-Canal issue. Even the ‘Punjab Termination of Agreements Act-2004’ was a temporary trick played by Captain Amarinder Singh in 2004,” he added. �The Punjab Termination of Agreements Act-2004 had nullified the water sharing agreement between Punjabi, Haryana and Rajasthan.
Bhai Chaura�clarified that the Punjab government was helpless in reverting the verdict of Supreme Court against Punjab and it was just fooling�the Punjab masses by ordering de-notification of land of farmers. �”If Punjab government will oppose the Supreme Court verdict, the Centre will deploy its paramilitary forces to complete the Canal,” he added.
Bhai Chaura appealed the Punjab masses especially Sikhs to get ready for opposing the illegal loot of Punjab waters to save the Punjab from becoming a desert.

Every body gets his right from Punjab.to Haryana and Himachal.
I am sure the leaders and people of both state can find an amicable solution without fraying nerves.
The people of Haryana and Himachal have NO right to the waters of Punjab. The only solution for them to acquire water is for central Government to build canals form the coast and desalination plants. As well as solving the issue of increased water demand in urban areas this would provide massive infrastructure investment and real jobs. They cannot loot water belonging to Punjab and vitally needed for Punjab’s sustainability any longer.
The right answer to SYL is reunification of Punjab ,Haryana and Himachal Pradesh.
We need to learn from Germany and EU which are good models to emulate.
How does that help Punjab? All it would mean is that her objections would be completely overruled by saying the majority population are now no longer Sikh � oh, I see the point you are actually making. A woman who is forsaken by her husband for more than fifty years has little self respect or intelligence if she takes back her husband into the home she has fashioned for herself only when he comes back to her as a last resort, having abandoned her, rejected her, abused her when he is now homeless. The right answer is to leave the Punjab and not rape her.
There is a misconception that Punjab has abundant river water which is totally false. �The rivers of Punjab have a total of 28.5 M. A. F. water. Rajasthan takes away 11.2 M.A.F. of the Punjab river waters (8.6 M.A.F. through the Rajasthan Canal, 1.5 M.A.F. through the Bhakra Canal and 1.1 M.A.F. through the Bikaner Canal). And, Haryana has been allotted 7.83 M.A.F. (4.33 M.A.F. goes from the Satluj through the Bhakra Canal. Besides this, 1.62 M.A.F. out of 3.5 M.A.F. alloted from the Ravi-Beas system also runs through the Bhakra canal. The remaining 1.88 M.A.F. is a bone of contention. (Over and above this, Haryana takes 5.6 M.A.F. from the Yamuna and also uses the entire 1.1 M.A.F. water of the Ghaggar.) Punjab is left with 9.47 M.A.F. Most people do not know that Haryana gets more water than Punjab, although it has less area than Punjab. (Punjab has 50362 sq. kilo metres of area while Haryana has 44212 sq.kilo metres.) It may also be pointed out that according to Helsinky Rules 1966 and the Indian Constitution (Entry 17 of List ii under Seventh Schedule), Punjab, as the riparian state, is entitled to the entire water of its rivers.�
Riparian laws are like Human Rights � they are universally accepted laws for decent acceptable behaviour designed to eliminate any wriggle room for unscrupulous governments thinking they can trample on the rights of their peoples. The Punjab is an agrarian state and has always been so even in the time of the Khalsa Raj. You don�t have the right to pull the rug out from under the feet of the Punjabi people. If you think so then hold a referendum in Punjab and ask the Punjabi people are they willing to have their precious water stripped from them. Even your puppet Badal is pretending to stand up for the Punjab water as he knows he could not possibly publicly go against the will of the Punjabi people on this vital issue. If you go into someones house and take whatever you want without permission it is called theft and is a crime.

These problem always arises when you divide states without adequate understanding the problems it creates. Punjab,Haryana and Himachal have always been one state and that is how they should remain. Let us not add to problems when we have bigger problems to solve.’

�Reunite and just see the problem melt away�? I fear you have no understanding of the laws of physics. A quart into a pint pot does not go and you don�t rob Peter to pay Paul. The Punjab as an agrarian state (i.e. a state that is heavily dependent on agriculture and the water that is the life blood of those crops) does not have enough water as it stands to water its own soil let alone have it siphoned to give freely to other non-riparian states like Haryana and Himachal. As for �Punjab,Haryana and Himachal have always been one state and that is how they should remain� your RSS friends should have told this to the Punjabi Hindus back in the 1966 referendum when they encouraged them to abandon the land of Punjab and its very language. They left of their own free will and with desire for self determination and must live with the consequences of their decision to turn their back on Punjab and in the case of Haryana just this qweek they have openly discriminated against a Sikh demanding he break his faith to sit an examination in contravention of his constitutional and religious rights � a disgraceful episode of discrimination you have singularly failed to comment upon. The Sikhs of the Punjab stayed loyal to this soil of Punjab and it together with its precious resources (what there is left of them after being looted for so many decades) belong to us and we have no desire to suddenly take back Haryana and HP just because they want free unhindered access to our water. You want Haryana and HP back into Punjab then they will have to submit to Sikh leadership and readopt the Punjabi language and hand Chandigarh straight back to Punjab as its sole capitol. Are you content to do that? Of course not. All your cynical plan is to swamp Punjabi Sikhs with Haryana and HP citizens (non Sikh majority) and then claim there is no problem as Sikh majority in Punjab no longer exists therefore illogically the water problem no longer exists. The last time Punjab was so legalistically annexed / looted / pillaged was by the British East India Company and the Khalsa Raj was brought to its knees with the aid of collaborators and traitors � your intention is the same with Congress and the Akalis now being exposed.

Riparian laws are applicable between Nations and not within Nation.

I have already explained to you that riparian laws are like human rights legislation � they are above the petty laws that States create for themselves and are formulated to prevent minorities rights being trampled on. Nazi Germany had a Jewish registration act that �legally� allowed it as the government to register its Jewish citizens so it could �legally� discriminate and persecute them. If you go into someone else�s house and take their property without their consent it is still theft even if the state says it is not a crime because it decides the thief does not need permission from the householder if the householder happens to be a Sikh. Right is right and wrong is wrong no matter what kind of laws you want to set up to pervert the course of natural justice.
