Details of Promotions Given to Police Officers During 1984 Militancy Period Will Not be Publicized

Sikh Genocide:dateline:Punjab Information Commission has denied publicizing the details of facts about the officers of Punjab Police who were given promotions for the detention,�torture and murder of Sikhs during the 1984 Sikh genocide.

In response to a case, Punjab Information Commission has denied exposing this information under RTI (Right to Information Act) declaring it as third party information. Punjab Information Commission has given this decision keeping in view the security of police officers.

According to available information, a person has requested the information about DSP Sulakhan Sinh that belongs to DIG range Patiala. The person has requested for the copies of Educational Qualification of DSP, his property detail at the joining time and the proper parametric details on which he was given promotion time to time. But the PIO refused to make this information public under Section-11 of RTI by saying that this information is not in favor of the public, instead it belongs to third party. PIO said that these details�refer to the�personal life of DSP, so he is relaxed from publicizing this information under Section 8(1) of Right to Information Act.

The person complained about this in the Punjab Information Commission. During the debate in the court of the Commission, DSP Sulakhan Singh said that details related to his promotion should not be made public.� He said that he was given promotion during the�militancy period in Punjab for arresting some militants and neutralizing their impact in their areas. State Information Commissioner said that the arguments of police officials are more powerful than the complainers. So, he denied exposing the information by saying it is�third party information.

It is notable that Punjab Police was notoriously known for fake encounters, rapes and killing the innocent Sikhs extra judicially by�labelling them as �terrorists� during the militancy period. The police��officers were given �promotions and compensations by Government for performing such criminal acts.
