NEW DELHI—In a press conference, Home Minister Sushil Kumar Shinde said that the application for mercy plea by Prof. Davindarpal Singh Bhullar is under review by the Government, however no decision has been made as of yet.  The statement by Shinde has come after the Government has received correspondence from various Sikh and Human Rights organizations regarding the case of Prof. Bhullar.

Prof. Bhullar was surreptitiously charged for planning the attacks on Sumedh Saini (SSP Punjab) in 1991 and Maninderjit Bitta in 1993 for which he was awarded the death penalty by the court on August 25th, 2001.  Although Prof. Bhullar was later acquitted in the 1991 case relating to Saini, his father and uncle, along with a close friend were abducted by the Punjab Police and later murdered while in police custody.

Likewise, the Bitta case is also full of contradictions.  None of the 133 witnesses produced by the prosecution identified him and many stated that he was not the man seen during the bomb blast.  Prof. Bhullar was sentenced merely on the basis of forceful confessions.

Lodged in jail since 1995, Prof Bhullar’s mental condition has become unstable and various organizations including SAD, Justice Katju and Prof. Bhullar’s wife have appealed to the government to consider the case on humanitarian grounds.
